ARC services was founded by Timothy Mullins. Mr. Mullins has consulted accessibility projects for
over 15 years. In this time period, he has inspected more than 4000 facilities in 27 states for compliance with the
Americans with Disabilities Act and related state guidelines. He has also led several large inspection teams
on ADA Transition Plan assessments for nearly 250 public entities.
His leadership and knowledge of accessibility guidelines and construction administration make him one of the foremost
ADA consultants in the nation.
Mr. Mullins has earned the Building Code Accessibility/Usability Specialist designation from the International
Conference of Building Officials and is a Registered Accessibility Specialist for the Texas Department of Licensing and
Regulation. As an ADA consultant, Tim worked closely with nearly fifty design firms during Houston Independent School
District's recent bond renovation program, providing field observation and design support for accessibility compliance
as the owner's representative.
Mr. Mullins also facilitates workshops and on-site training to maintenance and construction departments regarding
accessible construction and the proper installation of accessible features in the built environment.
